Game Breaking Error

For the past hour or so now I've been trying to get back into the server, yet every time I do I'm stuck with this incredibly bad frame problem where I keep freezing for like 15 seconds and then have about half a second where the game actually runs before freezing again. I've tried other servers and I've tried single player, it's not happening anywhere else but on PNRP. Also, I found that while this is going on my console log is being spammed with the following message:

RunConsoleCommand blocked - sent before player spawned (ZLib_Installed)

I've done some Googling and apparently this message is most commonly linked to lag. But again, I've checked my ping in the brief moments I'm able to and its not peaking above its normal figure (between 150-225) so I'm ruling that out. Does anyone know what could be causing this? I'm hoping that when the servers reset this problem will be gone and will never happen again but if that doesn't work, I'd like some help finding a solution.
