Wow, nearly 2 years later, this player has resurfaced under a new SteamID (|VLGE|badboy269 - STEAM_0:1:57686632). They did not seem to be breaking any rules at the time they were in the server. After recognizing the name and doing research I obtained admittance that he was the same individual by confirming that he owned the account related to STEAM_0:1:44205379.
