[Ban][Perma] ExplodingFrags

2. Player spammed our server to the point of crashing, due to being killed by Anchorman for prop surfing into his base, while a no tresspassing sign was placed.
3. Banned as of today, 8PM EST. Though, they were not caught immediately. This happened much earlier today.
