[PNRP] Gamemode Development

When playing as an engineer and upgrading your skill to make things cheaper, they dont actually get any cheaper, it changes how much it says it costs but does not actually lower the cost. still needs the default to make.

It was an issue with single-item building only, and is now fixed.
