Level 4 Backpacking Skill Not Working

Today while playing wasted waters, I noticed something. I have level 4 backpacking. I tried to pick up a bunch of coffee and headcrabs out of my community locker. My inventory weight was at 105 pounds. The max. weight is 150 pounds. I tried picking up 10 cups of coffee from the locker, and it said "you could only carry 5 of these". My upgraded backpacking skill is not working. I can see that the max. inventory is 150, but it only lets me fill up to 110. HELP!!
And just a suggestion... if it's possible, PLEASE make a way to refund lost XP. If my skills reset again I will lose and have to regain over 1500 XP
