right now the storm rate, imo, is a little high, a storm every 10-15 minutes is a little much, seeing as how the wiki says they are 'rare'

It seems more random than that to me. Some days we'll have 2 storms back to back in the space of 5 minutes, others like yesterday I'm not sure I experienced a single storm. Just luck of the draw in my opinion and it doesn't need tinkering with too much. Yes it's annoying at times but it's -supposed- to be. It's an intentional handicap.

I don't see a problem with the amount of storms at the moment.

I will admit, they are a pest, but think that it causes people to move inside (and socialise) rather than everyone spread out over the map collecting stuff.

It's something that causes roleplay.

Not only forces people to socialize, it can also be set by server admins PER MAP. They can do whatever they'd like to them, and even turn them off entirely if they don't like them (some of our maps do have them off). It is a random chance thing, default a 33% chance every 15 minutes. So far, it's seemed a pretty decent rate.
