[PNRP] Gamemode Development

I have some more suggestions to improve the community system

1. Community Removing: If a community has no members, it gets automatically removed

2. Community Succession: If a community has no members of the highest rank, then the person of the previous rank that has been in the community longest, gets promoted.

3. Community Permissions and additional ranks: Manage what the community members can do easily with checkboxes

I agree with all three of these ideas -- the automatic deletion if no members are counted, automatic rank succession if there's no rank #3 in the community, and the adjustable rank settings example plus the additional ranks.

The first two I can see us doing, possible for the 3rd suggestion.
Would be good, but the third can be interesting to do.
